The City of Scranton Office of Business Administration is seeking separate sealed proposals for an individual or firm to provide Grace St Playground Engineering and Design will be received online by the City of Scranton Controller via the City’s e-Procurement Portal until 10:00 am, Tuesday, April 8, 2025, at which time such bids will be opened in City Council Chambers on the 2nd Floor of City Hall. Grace St Playground Engineering and Design

Grace St Playground -415 Grace St Scranton is in need of a full renovation.



The Scope of Work for this project includes:



Review the site and existing conditions

Review awarded LSA grant for project specifications

Design of playground layout, equipment, landscaping, park amenities, ADA parking stalls, open air shelter and safety surfacing

Coordinate the procurement of playground equipment that meets the needs of children of various age groups and abilities

Provide all necessary survey information and base mapping for the area for the park. All survey services for this project shall be performed in accordance with, and shall conform to, accepted Surveying and Engineering general practices and procedures.

Identify coordinate and define any permits required for the projects to proceed, prepare and submit application packages.

Identify and define any necessary coordination with utilities and register the projects with PA One Call System.

Prepare presentations and attend one (1) public meeting

Compliance with all relevant safety standards and accessibility regulations

Prepare preliminary design drawings and cost estimates for the project based upon field review, grant award, pre-design meetings, and environmental and engineering data.

Prepare final documents necessary to obtain final approval and a public bid of the project. This includes, but is not limited to, the following, as needed:

ADA Review Submission

Utility Review Submission

Erosion and Sediment Control Plans

Post-Construction Stormwater Management Plans

Maintenance and Protection of Traffic During Construction

Construction Review Submission

Plans Specifications and Estimates (PS&E)

Construction Bid Documents

Conduct a pre-bid meeting with prospective contractors

Assist city staff review the bid documents for conformity with the specifications, and requirements and provide a formal recommendation of bid award. The consultant shall coordinate with the playground manufacturers and the City

Serve as liaison between city staff and contractor.

Provide construction management and project oversight including:

Conduct pre-construction meeting

Project scheduling

Provide periodic site inspections and construction administration services during construction

Review of proposed field changes

Preparation of job minutes and progress reports

Preparation of change orders

Review and approval of contractor payments

Conduct on-site job meetings, weekly, or as needed

Monitor project progress

Ensure compliance with all plans, specifications and field changes

Generate final punch list

Certification to the owner of completion and compliance with all construction plans and specifications

Conduct final inspection

Assist with project and grant close out
