A Scranton man faces charges after exposing himself to a female neighbor and urinating in her dog’s food, police said.
When officers responded to the 1400 block of Lafayette Street on Saturday around 5:18 p.m., the victim told police her upstairs neighbor — Anselm Epprecht — was standing on the front porch and exposed himself to her, according to a criminal complaint.

The woman told officers she had called her husband to express frustration about a minibike being parked in the common area of the shared house because of the lingering smell of gas, police said. The victim then went upstairs to ask the neighbors if they could move the bike, leading Epprecht to walk downstairs and start calling her and her husband obscene names, officers said. After that, Epprecht reached into his pants and pulled out his genitals, according to the criminal complaint.
When officers asked Epprecht to speak with them, he declined and ran toward his room before being taken into custody, police said.
As officers were searching Epprecht, they found a homemade “shank” weapon in the pocket of his pants, according to the criminal complaint.
While in a patrol car, Epprecht told officers the female victim started becoming aggressive, so he urinated in her dog’s food, police said.
Police charged Epprecht, 42, with indecent exposure, possessing a prohibited offensive weapon and harassment.
Epprecht remains in Lackawanna County Prison in lieu of $20,000 bail. A preliminary hearing is scheduled for May 12 at 9:45 a.m.
