Scranton Seeks Bids for 2025 Street Paving. March 10, 2025



SCRANTON, PA. – The City of Scranton is currently accepting bids through 10 a.m. on Thurs., March 27, 2025, for a street maintenance project utilizing Liquid Fuels funding. An official Invitation to Bid (ITB) can be obtained on Scranton’s e-Procurement Portal at https://secure.procurenow.com/portal/scrantonpa.



“We are all excited for Spring, and here at the City we are even more happy because we are getting ready to pave dozens of streets,” Mayor Paige G. Cognetti said. “We also continue to hold utilities accountable for repairing our roads with our improved pave cut process and the hard work of our DPW.”



Per the technical specifications of the bid documents, the City looks to pave at least 27 areas including:



Lee Court, from Raymond Court to Penn Avenue;

The parking lot of PA CareerLink, 135 Franklin Avenue;

Schroeder Place, from Hamm Court to Lavelle Court;

Birtley Court, from Oak Street to the dead end;

Blucher Avenue, from East Locust Street to Cherry Street;

Brook Street, from Blucher Avenue to Rollin Avenue;

Gallagher Court and Grimes Avenue, from Brook Street to East Locust Street;

David Terrace, from Birch Street to the dead end;

East Locust Street, from Blucher Avenue to Wintermantle Avenue;

East Locust Street, from Froude Avenue to the dead end;

Euclid Avenue, from Dickens Street to Kozy Drive;

Eynon Street, from Main Avenue to 13th Avenue;

Fairfield Street, 1000 to 1100 block between Olyphant Avenue and North Washington Avenue;

Geraldine Court, from Clearview Street to Wood Street;

Olyphant Avenue, from Pancoast Street to a pave joint 175 feet past the bridge;

John Avenue, from Ash Street to the dead end;

Knox Road, from Saint Catherine Manor Apartments to Lake Scranton Road;

McDonough Street, from Birney Avenue to Cedar Avenue;

McGuire Court, from Diamond Avenue to the dead end;

Nellie Court, from Lafayette Street to the dead end;

Parallel Drive, from West Mountain Road to Fring Street;

Parkhurst Place, from North Everett Avenue to the dead end;

South Sixth Avenue, from Fellows Street to Eynon Street;

Silex Street, from Mineral Avenue to the dead end;

Tripp Place, from North Main Avenue to the McDade Expressway;

Beddoe Court, from Lafayette Street to Pettibone Street; and

Willow Street, from Moltke Avenue to Wintermantle Avenue.



Additional paving projects may include:



Ash Street, from James Avenue to the railroad bridge;

Jefferson Avenue, from Biden Street to Mulberry Street;

McNichols Court, from Oxford Street to the Battaglia Field parking lot;

Luzerne Street, from South Main Avenue to Meridian Avenue;

Egli Court, from East Elm Street to the dead end; and

Herbert Street, from South Webster Avenue to Winfield Avenue.
