SCRANTON, PA. – The City of Scranton is currently accepting bids through 11 a.m. on Thursday, April 10, 2025, for East Mountain stormwater improvement projects utilizing American Rescue Plan Act (ARPA) funding. An official Invitation to Bid (ITB) can be obtained on Scranton’s e-Procurement Portal at https://secure.procurenow.com/portal/scrantonpa.
“We have allocated nearly a third of our $68.7 million in ARPA funds to protect our neighborhoods from stormwater issues and extreme weather,” Mayor Paige G. Cognetti said. “We will continue this important work on East Mountain and in multiple other areas of Scranton.”
The East Mountain stormwater improvement project will replace existing drainage infrastructure to increase stormwater capture and conveyance systems at select locations including:
- Cherry Street, from Froude Avenue to Ridgewood Avenue;
- East Elm Street, from Moltke Avenue to Derby Avenue;
- Alder Street, in the area of Mountain Lake Creek from Wintermantle Avenue towards the Northeast Detachment Marine Corps League and Museum; and
- Florida Avenue, from East Mountain Road to the Linwood Nursing and Rehabilitation Center.
Additional work may occur on Beech Street, from Wintermantle Avenue to Blucher Avenue.
