City Prepares for Major Capouse Avenue Park Renovations

Bids Sought for Splash Pad Installation, Other Site Work at Former Penn Ridge Pool Complex

SCRANTON, PA. – The City of Scranton is accepting separate bids for the installation of a splash pad and for overall sitework at Capouse Avenue Park, 1335 Capouse Ave., Scranton. Bids to install the splash pad are due by 10 a.m. on Monday, April 14, and separate bids for overall sitework are due by 10 a.m. on Thurs., April 17. Both projects will use the City’s American Rescue Plan Act (ARPA) funds. Official Invitations to Bid (ITB) can be obtained on Scranton’s e-Procurement Portal at https://secure.procurenow.com/portal/scrantonpa.

“Reviving this park supports the ongoing rejuvenation of the entire Pine Brook neighborhood,” Mayor Paige G. Cognetti said. “The project creates a new destination for a neighborhood on the rise.”

The vendor selected for the Capouse Avenue project will be responsible for the installation of a Vortex brand splash pad. The selected vendor must be a Vortex certified installer. The splash pad is one of several new features planned for the 0.95-acre park between Larch Street and New York Street, which will include a future playground, open-air shelter, open lawn space, and more.

Work related to the sitework bid includes other “site prep, demolition, infrastructure improvements, stormwater management, landscaping, and amenities for the Capouse Park renovations.”

At the time of the 2021 Scranton Recreation Needs Assessment and Master Plan, the former Penn Ridge pool had already “been closed for several years,” and it has since been filled in. “With the assumption of a total renovation, the park would need new features and infrastructure” that could “totally recreate the park” into a new asset, the parks plan continues.

Questions about the splash pad installation project can be submitted to the “Q&A” portion of the procurement portal before 9:59 a.m. on Wed., April 9. Site work bid questions are due by 11:59 a.m. on Mon., April 14.
